Why is #45 calling for a Congressional--rather than IC--investigation?

The important part of that tweet might not be the claim that he was wiretapped. It might be the call for a Congressional investigation.

Why ask Congress to investigate, rather than asking the IC? He could just pick up a phone and ask the FBI, for example. He's their boss.

But he would love months of a Republican-led investigation into anything Obama-related. It would fire up his base and keep attention away from his and his campaign's actual wrongdoing.

what the role of the Executive Branch is, and the limitations of the Presidency. He thinks he can run the federal government, with over 5 million military and civilian employees, as if he were a "CEO". He has refused any lengthy intelligence briefings and has no idea who all of the intelligence-gathering agencies are. So he is stumbling around listening to RW CT bloggers and yelling at his merry band of jokers (who also don't know either) - except maybe Beauregard, who admitted they have no idea what they are doing and "don't know the rules".

We would never learn what happened and they could drag whatever witnesses in they want at any time for political theater.

And he wants Congress tied up with this non-issue so they will not be tied up with his russian plotting.
altho legally I don't think Congress people can discuss classified stuff with him.
Just because HE tweeted about possible wiretaps does not legally de-classify them, there has to be a procedure to do that.
Which he seems unaware of.

information leaks out on Trump's Russian connections, republicans will cut their own throats. Then add in insulting the National Intelligence Community by bypassing them.
