The important part of that tweet might not be the claim that he was wiretapped. It might be the call for a Congressional investigation.
Why ask Congress to investigate, rather than asking the IC? He could just pick up a phone and ask the FBI, for example. He's their boss.
But he would love months of a Republican-led investigation into anything Obama-related. It would fire up his base and keep attention away from his and his campaign's actual wrongdoing.

He thinks he can run the federal government, with over 5 million military and civilian employees, as if he were a "CEO". He has refused any lengthy intelligence briefings and has no idea who all of the intelligence-gathering agencies are. So he is stumbling around listening to RW CT bloggers and yelling at his merry band of jokers (who also don't know either) - except maybe Beauregard, who admitted they have no idea what they are doing and "don't know the rules".

altho legally I don't think Congress people can discuss classified stuff with him.
Just because HE tweeted about possible wiretaps does not legally de-classify them, there has to be a procedure to do that.
Which he seems unaware of.
