I think comey engineered donnie's win in no small part because comey's got the goods on donnie. Not just a partisan act. comey thinks he can control donnie.

He's probably sitting on a shitload of stuff and people like Bannon and Beauregard know it, and it could leak out at anytime if they piss him off. However there are a couple other agencies also sitting on stuff that he might not be aware of... and each organization figures it has its own ace in the hole for whenever it might be needed.
