He put Exxon's CEO Tillerson, who shares with Putin a tremendous interest in developing Russian oil fields, in as SoS, then he surrounded Tillerson with Bannon's people. Tillerson did not get to choose any of his staff, and no one can talk to Tillerson directly but must go through a top assistant chosen by Bannon.

Interestingly enough Perry is paying attention and has been in meetings and talking to people to learn about the department. Up to now, no bombastic statement or ideological decisions. I hope that it continues...

At CPAC Bannon explained his plan, the deconstruction of the administrative state, was deep cuts to government agencies that would severely restrict their ability to formulate any regulations that would interfere with business.

Bannon pointed out that Trump's Cabinet nominees were chosen specifically for their animosity toward the agencies they would control. The new policy would make sure the deconstruction process axed longstanding taxes, regulations and trade pacts that Trump believes hampers the economic growth of businesses, like his.
