McConnell, Ryan, and their allies should either be insulted or worried

With DeVos in education, Sessions as attorney general, Puzder in the department of labor (Almost), Flynn as national security advisor (Formerly), Pruitt in the EPA, and Carson in HUD (Good God); there is a sense that the Trump Administration is trying to create a kakistocracy, a government of the worst, the least qualified, the most corrupt, etc.

And actually, Bannon has all but explicitly said just that.

Well, this leads me to wonder... What do they think about congress itself, especially the Speaker of the House and Senate Majority Leader? Does the Trump Administration appreciate the fact they have a do-nothing Congress (Well at least will do nothing now a Democrat is no longer President), or do they have plans to defang Congress, act unilaterally?

For all their hatred of regulations, we have to consider what they think about the first regulation... you know the one that says Congress can do this, the President can do that, the States have powers, etc.; how do they see it? How does the Trump Administration see Congress in relation to it?
