Paul Ryan doesn't expect Trumpcare to pass the Senate and doesn't care.

All he wants is political cover for himself and fellow Republicans in the House.

He doesn't see the House and Senate as any united front for anything.

He is satisfied if he can say, "We did our job in the House". If the Senate fails to pass Trumpcare, that is their problem.

Even if it fails in the Senate, and it would be a big failure of the Republican Party, Ryan and his cohorts in the House can say that they did all they could do. They passed it, just like they promised their supporters they would do, and they would appreciate your vote very much.
