It would have to overcome a veto certainly and the chances of that right now are pretty slim.

Maybe she's thinking of this as something to be signed by Pence (or ?) in the aftermath of Trump's forced resignation or impeachment. ???

as he's walking out the door after losing in 2020 (if he isn't impeached first or suffers a heart attack)
