Comey tried to swing the election to help the Republicans in the election. You need to remember, the election was not just about Trump, it was also about a ton of non-Trump republicans like Issa, who barely won their races by very slim margins.

That's why Chaffetz re-endorsed 24 hours before Comey's announcement, they all knew it would have an impact.

Goppers were more concerned with winning downballots. Toting them as the sole way to "keep Clinton in check", a popular idea for those that thought voting for her was the "lesser of two evils".

Comey didn't realize how big his mistake was until November 9th though.

The fact is that they risked Trump, even if the intentions weren't necessarily to help Trump win.

They put party before country, it's as simple as that.

Could it be that the FBI knew they had a much more serious crime in the interference of the elections by Russia and the release of emails and subsequent clearing of any problem, even though it hurt Hillary, was a calculated risk for a more serious issue. He was obviously being pressed to release the emails by Trumps campaign and if he didn't the investigation into Russian hacking could be damaged. I admit that I have come to believe that what is happening now is bigger than any candidate, this is about our freedom. I hate what happened to Clinton more than you could know. We are now fighting for our lives with the whole Republican Government in power.

GOP wanted him to help out the downballot, even if it meant risking Trump. He's a partisan hack, everything he does is at the behest and to the benefit of the GOP establishment.

There was literally no need for Comey to call Clinton 'careless', he did that out of a political motivation.

But they were willing to risk Trump, it's as simple as that.

They got greedy, and put Trump over the top.

A ton of downballot candidates were effected by what happened, mcginty, feingold, kander were looking like they would win, even issa almost lost his seat.
