In some cases, you can same-day register and cast a provisional ballot. In others you wouldn't be able to vote (and anywhere in between)

5. Sounds like provisionals are useless in a number of states which means the persons vote didn't count

In Election Day, when you show up at the poll for your polling district, you give your name and they check to see if you are registered in the book. Then you sign the book. Then you vote.
No registration, or they do not have your name on the rolls of voters, you do not vote in that polling place. You may or may not get a provisional ballot.

And they are registered Democrats (who live part of the year in Florida). Nothing they could do about it; it was too late.

10. Voting patterns.

I've tried and my daughter has tried to remove her from the voter rolls in my county, but she's still getting reminders for early voting dates and even reminders to get her absentee ballots - even though she doesn't live in this state, nor has any residency info. If someone were devious enough, they could figure out who has dual residency and just make an educated guess as to which state was valid, and which one is hanging on in the old precinct.

11. Early voting/absentee

I would think that the easiest targets would be absentee ballots and early voting....

If a list of eligible voters could be altered to include extra names... and absentee ballots corresponding to those names are submitted... no one would be the wiser

Also, if extra names could be added and voter registration cards to match.... early voting would be the prime time to cast those ballots... since (at least where I live) you can vote at any location during the early voting period...

Or
If you hacked a DMV database in a state where you can auto register to vote when getting a driver's license /ID..... you could find the back door into the voter rolls .....
