Trump wants to win no matter how he gets there. If he couldn't "close the deal" on the seventh anniversary of the passage of the ACA (Obamacare), then he will employ reverse psychology to get a very bad bill passed into law. Republicans have been trying forever to repeal Obamacare and now they're missing their opportunity, letting their constituents down, etc.
But it won't work. Republicans are a lot of things, but they understand political survival. They really are worried about their next primary and 2018.
