He wants the vote to happen. He will be taking names of those who vote "against" him. Once he knows who is on the NO list, he will dispatch political hit squads to take revenge. maybe he'll even sic Uday and Qusay on them with their cute little Big Game suits and accessories on.
Joking aside, I really do think he is looking to take a count of who is on his enemies list.
