Can a private citizen on a program like Medicaid sue Devin Nunes for irreparable harm?

The White House and Republicans are pushing an extreme agenda, and Nunes is likely obstructing justice and allowing that agenda to harm Americans despite evidence that exists related to the president possibly committing treason (and Nunes may even be a co-conspirator).

while acting in the course and scope of their duties plus nobody has a contract right to Medicare in the future if the law no longer grants you that right. Finally "irreparable harm" is not a cause of action
