Here on Long Island, Insurance Co's are dropping their MLTC plans. Too expensive

My brother is in a nursing home as permanent resident and we're having to go through insurance providers for his Managed Long Term Care insurance because so many companies are pulling out of Long Island.
Too many people needing it, not profitable enough.
We switch to an insurer and they last for half a year and then quit so we have to find another.
