You broke it - you bought it - you own it.
And it WAS the Repugs that broke ACA. They sabotaged it to weaken it. They wanted it to fail.
Repeal and replace - sure - look how that worked out for them. No repeal and no replace. And as Ryan said yesterday - ACA will be around in its after Repug sabotage form.
And now - if ACA does implode/explode (whatever Trump is saying these days) - it is the Repugs responsibility now.
And the Dems shouldn't be going to the Repugs with a fix. The Repugs and Trump need to come to the Dems and ask them to help fix it.
If we can't get over the hump and come up with a Medicare for all type program - then - the ACA needs to be tweaked to make it more appealing and functional than it already is.
The Repugs and Trump took their shot and failed. Now that they own what remains - it is up to them to come - hat in hand - and ask the Dems help to repair it.

The Repub "fix" is always to cut taxes. That is their only hammer, all their problems look like the nail of "taxes too high."

Insurers who lost money in the first three years of the ACA because they took on high-risk patients were left in the lurch when the $ wasn't there to partially reimburse their losses as has been promised. Of course, these insurers then decide to opt out of the ACA, having been promised a hedge against their risk, only to have the Rs take it away after the fact.
The Rs then turn around and point to insurers dropping out of the ACA as causing a death spiral in availability of coverage, but as always, it's a problem they themselves created.

Trump yesterday was pinning his loss on the Dems because they couldn't rustle up any votes from the Dems. The Repugs have a majority in the House and didn't need the Dems. Trump and the Repugs failed on their own. Not the Dems fault. But Trump is always trying to assign blame. He can't admit that he lost.
Back to ACA. Yes it originally came from the Dems and Obama. But all along the Repugs sabotaged it. You cited Rubio's contribution.
Again - the Pottery Barn Rule. They broke it - they own it.
