Problem re: telecom is effect of new technology on interpreting the laws. Used to be the U.S. granted authority via 'public convenience and necessity' to those seeking a 'band' within the broad band. NOW anyone is able to access, the 'band' is much broader and doesn't require permission. (That's a very short 'explanation.')
