From Claude Taylor regarding Russia/Trump investigation:

There are 25 sealed indictments at this time.

These are apparently coming from the Eastern District of Virginia.

They are sealed at this time, and will very likely become unsealed, according to Taylor, when "discovery" phase is complete.

My assumption was it was just another person on twitter saying random things, but based on this there may be something to Claude Taylor.

working on three political campaigns and being employed at the Clinton White House. He was the Director of Volunteers there, overseeing 3000 volunteers around he world and a small paid staff in DC. So he had the chance to make some knowledgeable connections.

The "discovery phase" is the exchange of evidence between the parties after a case has commenced. If there are indictments that are sealed, which is often the case in an ongoing investigation, there is obviously no discovery being exchanged between the government and the defendants at that point. It's certainly possible that he just doesn't understand the terminology he's using, but presumably any credible source he has at Justice would not make such an error.
