10. Yes, Special Counsel different rules

He was appointed Special Counsel, not Independent Special Prosecutor. The law creating Independent Special Prosecutor expired a number of years ago.

As I understand it he will run and oversee the investigation, but will make recommendations of charges to the DOJ.

With an investigator and not a lawyer it is thought by some, based upon his history, that he is more likely to keep his focus narrow and not wander far afield, as happened with Clinton. It also would be good if it didn't last 7 years also.

It is also possible that all relevant documents, including Comey's will be taken and held by his investigation, and not subject to the subpoena powers of Congress.

It may be this investigation will cause potential congressional witnesses to want DOJ immunity before appearing at Congressional hearings. Even Comey potentially faces felony charges from the Trump DOJ for failing to report anything he thought to be obstruction of justice to his bosses.

Leaks from investigations will almost definitely stop, as will comments on an ongoing investigation. Lots of silence while investigation and prosecution are going on.

It also provides the White House a perfect screen and answer to any question - "We will not comment on any issue that might be involved in the ongoing investigation, as we do not want to interfere or influence in any way this important investigation that is so necessary for our nation. No more scrambling and inconsistent messaging.

So, Justice has some limited control. Worse, we may stop getting as much reliable information as he works to prevent leaks. Finally, this most likely gives cover to R's to prevent impeachment until the investigation ends, which could take years. Some good, some not.
