It was very much the fashion during the Moon Landing days. NASA civilian uniform was short sleeve white shirt with tie.

because AC was cut back in govt offices to save energy. Wearing long sleeves in the summer and cranking up the AC in the office was considered un-American in private companies. But raygun came along and rescinded energy-saving regulations and efforts, IIRC.

as any man who wears a tie to work every day knows. Regardless of employer policy, a short-sleeved shirt is never proper wear with a suit. Never.
