According to "multiple sources closely tied to the administration," Donald Trump is proposing an new plan to replace current food stamp and other federal nutrition programs with an innovative new technological solution. Designed both to feed hungry mouths and to eventually reduce the number of people requiring such assistance by attrition over time, the administration has declared this new program a success before it has even started.
