Susan Rice "unmasking"

Does anyone know what the real deal with this story is? All I can find are articles saying she "unmasked" Flynn and Rethugs saying she broke the law by doing so, but since I don't trust a word they say, wondering if anyone knows the actual truth of this.

When gathering intelligence, there are times when Americans are inadvertently caught up in the intelligence gathering net. When the reports are shared with the president, national security advisor, or others, the names of the Americans are redacted. Now, something in a report captured Susan Rice’s attention and she wanted/needed more info. Specifically the name of the unnamed person, in case she was dealing with him/her and needed to be careful about what she told him/her.. To receive that info there was a specific, and rigorous protocol she had to follow, at the end of which the unnamed person would be revealed/unmasked, or…her request would be denied and that would be the end of it. In this case, the identity of the person in question was revealed to be Flynn, who was thus unmasked.

What she did was absolutely legal and part of her job.

To be clear, if Rice not requested the unmasking she would have been derelict in her responsibilities.

"NBC has learned that Rice didn’t — and couldn’t — “order” the unmasking of any American because only the agencies that gathered the surveillance (usually the NSA or FBI) can make that call and the process is subject to rules and reviewed by lawyers.
The bar is high too because there has to be a legitimate intelligence reason to justify identifying the person or persons.

Also, it’s not unusual for administrations to request the identities of people captured on surveillance so they can better understand the intelligence. Former NSA chief Keith Alexander told NBC he routinely turned down unmasking requests by senior officials in the Obama and George W. Bush administrations.

Unmasking does not mean making public. The reports are still highly classified and viewable by just a select group of people with top secret clearance.

Rice stressed that point in her NBC interview.
"The notion that, which some people are trying to suggest, that by asking for the identity of an American person that is the same as leaking it, is completely false," she said. "There’s no equivalence between so-called unmasking and leaking. The effort to ask for the identity of an American citizen is necessary to understand the importance of an intelligence report in some instances."

This CBS article states that Flynn's identity would not have been masked anyway, as high ranking govt officials (or in Flynn's case,a designated official) are described by their titles in intelligence reports.

"The most senior level government officials are not masked in intelligence reports, including someone who would have held Rice’s or Michael Flynn’s rank of national security adviser. They would not be named, but would be referred to by their titles. So, Flynn may not have been masked in the intercepts with Russian Envoy Sergey Kislyak, with whom Flynn communicated several times during the transition period. One way the intelligence reports may have identified Flynn is “National Security Adviser designate.”

Senior officials of Flynn’s level are not accorded the presumption of privacy. If Rice was asking for names to be unmasked, those would have been lower level officials or those without specific titles. For example, Jared Kushner would have been masked because he did not have a title during the transition. White House officials empowered to request unmasking are the president, vice president, national security adviser, and deputy national security adviser. "

It was her job to 'unmask' Americans caught with the Russians...good decision in regards to Flynn as he is a crook.

The Republican-controlled House Intelligence Committee asked U.S. spy agencies late last year to reveal the names of U.S. individuals or organizations contained in classified intelligence on Russia’s meddling in the 2016 election, engaging in the same practice that President Trump has accused the Obama administration of abusing, current and former officials said. The chairman of the committee, Rep. Devin Nunes (R-Calif.), has since cast the practice of “unmasking” of U.S. individuals and organizations mentioned in classified reports as an abuse of surveillance powers by the outgoing Obama administration.

Trump has argued that investigators should focus their attention on former officials leaking names from intelligence reports, rather than whether the Kremlin coordinated its activities with the Trump campaign, an allegation he has denied. “The big story is the ‘unmasking and surveillance’ of people that took place during the Obama administration,” Trump tweeted Thursday.

According to a tally by U.S. spy agencies, the House Intelligence Committee requested ***five to six unmaskings*** (emphasis mine) of U.S. organizations or individuals related to Trump or Democratic candidate Hillary Clinton between June 2016 and January 2017. Officials familiar with the matter said that the committee’s requests focused on the identities of U.S. organizations that had been hacked by the Russians in 2016. Officials declined to say how many of the requests came from Democrats vs. Republicans.

I.e., the complainer (Nunes) requested 5 or 6 "unmaskings" himself (for the committee) whereas Susan Rice (the one they are bullshitting about) only requested 1 unmasking.
