After reading this article about Pence, I wondered about Hillary forming a "Shadow Government". Completely unprecedented, but these are unprecedented times. And it would infuriate Trump more than anything. She could even make it a Reality TV show: "The President-in-Waiting". Appoint a cabinet and everything.
