At the risk of sounding naive what kind of man runs for president on the promise he will provide something as vital as health care to everyone regardless of their ability to pay for it and then turns around and supports a bill that does nothing of the sort?

He isn't curious enough, or concerned enough, to actually do the work needed to craft a real solution. So he leaves it up to Congress, assuming that they know what they are doing.
And when the individual health insurance market goes into a death spiral, he'll be the first to blame someone else. Preferably Obama, but McConnell and Ryan will do in a pinch.

But, the bill does not say what they say it does; they tell the idiot what they believe it says. And he, of course, runs with that. He has no idea what is true and what is false, but accepts the false from his right-wing base. Facts are meaningless to him and almost all the current group of republicans.
