How could they have known that criminal acts would be so frowned upon?

and Manafort is an experienced Repub operative and veteran of numerous Presidential campaigns, so their excuses are bogus

They did it because they believed they could get away with it.
That's my take on it because Manafort and Kushner omitted meetings with Russians off their security clearance forms.
