they could pass this wealthcare/trumpcare/frankenstein's baby because it was under budget reconciliation process but will a straight repeal require 60 votes or 51?

In 2015 the senate voted on a partial appeal that got past the reconciliation rules

whether the multiple versions of the modified BCRA or the 2015 repeal version. They have 3 GOP women blocking even moving the straight repeal to the floor for consideration (per the news today).
The thing the media won't point out is that after the 2016 election, Democrats picked up 2 seats in the Senate (and 6 in the House) which is why the Senate is having a tougher time doing what they did in 2015.
