Today's vote is to authorize debate on whatever bill repeals the ACA. Just debate.
Thom believes maybe skeptical republicans will vote "yes" for debate today and then vote down whatever bill is being debated so that they will be able to return home and tell constituents that they partially voted "yes" while protecting their health insurance/Medicaid.
