Was the donation to the BSA or to a local council? Registration would be made payable to local council

Cookies are a Girl Scout thing. I even double checked with my Eagle Scout hubby and Google since he's older and things change.

Boy Scouts now sell popcorn and still sell Tom-Wat stuff.
