Instead of being about the wall, this is red meat to the base who are unhappy about the Sessions attacks. Trump is placating them, while continuing to find ways to undermine Sessions.

3. Trump is a megalomaniac, full of deceitful plans to subvert the Congress

and bend government to his will. That's probably why he has not filled but 15% of the list of presidential appointees. He's waiting for the Senate to go into recess this August so he can make "recess appointments" that will be good the end of the current congress (Jan. 2019). That would give his plenty of stooges to burn down the government internally.
