All of the appointments are coming from Pence's office. All of the issues and proposals are coming from his office. What little substance 45 knows on any issue is due to Pence. The person visiting the Capitol and wielding personal influence on legislation is Pence. 45 is little more than a loud mouthed figurehead. Pence is doing all of the work apart from sending the tweets and making the public speeches.

Remember the reports that Trump offered Kasich the VP slot and promised him control over foreign and domestic policy so that he (Trump) could "Make America Great Again." Trump is all about PR for Trump. He never wanted any of the work of being POTUS.
