who said he would vote for the bill as long as they promised him it would never actually become the law.

These people are more sick than half the resisters opposing the new bills. Too bad their illness is a lack of morals, empathy, responsibility, etc and there are no meds or surgeries that exist to remedy those. Perhaps intensive therapy for the remainder of their lives would be effective to some degree.

That's the best I can come up with. They ought to do what's right for their constituents, but they are too afraid.

The overall congressional approval rate is a rather meaningless but amusing statistic
