Grover just wants someone that can sign the bills passed by his RW Congress?

Well, Rmoney has the perfect resume, his Bain experience from 1999 - 2002. On the paperwork as being in charge, but to hear him tell it was nothing more than a rubberstamp for the guys doing the work in the "quiet rooms".

Mitt's lack of core beliefs and flip floppery is no problem, they know that there is no way he would ever challenge them on any issue. As long as Mitt gets to be "in charge" on paper and he is getting his pay and benefits, he won't care how any of the actions turn out. He's always made sure he got his upfront with backend guaranties in case there were any push back along the way.
