During the Interwar period, the US attempted to keep its war college keen and sharp and devised the Rainbow Plan to do this (other countries did the same, eg., the Prussian General Staff's Schlieffen Plan was eventually adopted as its main means of achieving victory in France during the First World War).

in Washington, each major world power, allied or not, was assigned a color. Each color received its own unique war plan, for example, War Plan Green was a planning exercise that used Mexico as the aggressor state, War Plan Orange used Japan as the aggressor nation, etc.

Additional plans were envisioned to include coalitions of nations (e.g., a British-Japanese alliance versus the US). All of these plans were used primarily to keep the Joint Army and Navy Board up to date in both geo-political events as well as updating particular doctrines to best achieve the stated goal of each plan.

Eventually, two of the Color Plans were developed in tandem. War Plans Black and Orange became the foundation of the Germany-First strategy upon US entry into WW2, and were published after Pearl Harbor.
