Different countries get different levels of equipment allowed.

Even if you look and see 5 countries buying the same airplane, let's say an F-16, how advanced the engines, radar, weapons systems etc in those planes can differ a great deal based on what technology the government allows them to buy.

And yes, that decision is all executive branch.
