Getting a fake id isn't that difficult so...
This means that even presented photo id will be scrutinized.
Next they'll move the bar further and require a birth certificate to vote.
I know right-wingers who've come right out and said anyone who doesn't pay taxes shouldn't get to vote.
It is bs...they just want to limit voting.

If they decide to use scanners that would increase costs of running an election which counties likely are short of funds.

in MA, driver's licences have a hologram on them.
Holograms are not so easy to fake.
