People called African-Americans in NOLA stupid because they didn't evacuate Saturday morning?

On the other hand, I've heard "anyones" calling people who don't evacuate from high-risk area ahead of Irma and who stand a good chance of bodily damage "stupid," including rich white guys. Note, however, that the rich white guys who are living 9" below sea level and depend on a levee are likely to either be gone or be able to be gone quickly, and those living in the path of a hurricane who are rich, of whatever color, either have a quick escape plan or the means to survive relatively unscathed.
