This thing about the lawyers taking outloud, I heard it all the time in 2011

I was assigned to our Washington office in May 2011 and I'd hear Paul Ryan's people talking about the election (Romney Ryan) in restaurants all the time. They'd talk about the position/stance Ryan would take in the House vs what was said on the election trail, they'd laugh about it, and then go on to talking about raising thoroughbreds. One time I sat next to Chris Matthews at an outdoor cafe and we heard staffers talk about it and Matthews was not surprised nor was the info a scoop (he heard it the day before).

So before cell phones & recording devices were so prevalent - it happened all the time.

is that everyone wants everyone else to know how important they are. Loud talking is supposed to impress those within earshot.
