Trump flip flopped again

I heard one minute of Trump's speech tonight in Alabama (on C-SPAN).

Talking about 'the wall', he said:
"The best thing about it is,
it's free. They're (Mexico) going to pay for it!"

Wasn't he recently going to shut down the U.S. government if Congress didn't include
money to build the wall in the budget?
