5. What the teams should do is start pulling season tickets if seats remain empty

I know they do it here in Colorado. The monitor the ticket scans for each game to see if those seats are being filled. If they go unfilled too long, they pull them and give them to someone on the wait list.

You can go back on the wait list and wait for years to get them back. So season ticket holders might lose out if they try to make a statement this football season by purposely leaving the seats vacant
