the Jones act was lifted for Texas and Florida....a two week waiver.

The Trump administration said it is evaluating whether to waive U.S. shipping restrictions for Puerto Rico, where residents are without power after two devastating hurricanes.

A decision on the issue is “unlikely” to be made Wednesday, senior Department of Homeland Security (DHS) officials said, as DHS works with other parts of the government to make a determination......

The DHS issued a two-week waiver, requested by the Department of Defense (DOD), to allow fuel shipments to Texas and Florida after Hurricanes Harvey and Irma.

What Is the Jones Act? Opponents to 1920 Law Argue It’s Worsening Puerto Rico’s Crisis

The Department of Homeland Security said Wednesday that it has not made a decision yet on whether to waive a nearly century-old shipping law that some say is hampering relief efforts in hurricane-ravaged Puerto Rico.

The Jones Act, otherwise known as the Merchant Marine Act of 1920, requires goods shipped between American ports to be carried out exclusively by ships built primarily in the United States, and to have U.S. citizens as its owners and crews.

Signed into law by President Woodrow Wilson two years after World War I ended, the Jones Act was passed as a protective measure against foreign competition, particularly Germany. By restricting domestic trade to U.S.-flagged vessels with U.S. crews, America would always have a robust fleet of boats and sailors on hand in the event German submarines attacked the U.S.

Shipping companies would loose contracts to take goods to Gitmo, PR, USVirgin islands etc that came off foreign flag ships. The Unions would not be too happy either..
I think they should suspend the Jones act for PR till the crisis is over and then put it back in place.

because they can't get diesel to the hospitals. Why does this life or death decision need to go through a series of committees?
