5. I was just trying to make the point

in a response on another thread that he hears something new and if, by chance, he retains the terminology he runs with it. Even though he has no idea what it means he just has to share as if he does.

I'm guessing, in this case, he heard that we'd have to suspend the Jones Act. So he decided he'd be against it because he thinks it would fool people into believing he understood it with the added bonus of making him look all powerful and presidential and stuff.
