It was a different world and a different leader on both sides then. The idea was that if NK improved their economy and means of production, they'd turn just as the Russians and the Chinese were doing. It worked for a while, but Kim II was crazy, and Kim III is even crazier.

We have David Frum to thank for that - he wrote that speech.

Anyway, Kim II took great exception to being included in the "Axis of Evil" and said "Fuck you, and your nuclear agreement, too."

And that was the end of the hard-fought nuclear agreement negotiated by the Bill Clinton administration.
