Here's the "real question":

Now that Trump's signed an Executive Order under the guise of "improving" healthcare when in fact, it will first dilute, and then destroy incrementally the ACA, what is to frustrate or stop a President from doing the same for ANY law currently in force.

In other words, if Trump gets away with this, how can any law be protected from a rogue President?

2. there is often a lot left to executive discretion, but laws cannot always be ignored or undermined

a president can direct certain laws not to be enforced, or to be enforced in a lax manner. but if this deprives people or businesses of money and/or rights that they're entitled to under the law, the president isn't free to just say, nah, we're not enforcing that law.

the affected people can go to court, which can compel executive compliance.


if you're entitled to a subsidy under the law, for example, an executive order can't just say no, we're not giving out subsidies this year.

but if the law provides for penalties against companies that behave badly, for instance, an executive order could say, no, we're not going to pursue those penalties.


ultimately, the ballot box is the answer.

well, except when the runner-up wins anyway....
