Deportation has been going on, and (unfortunately) will continue to go on. Trump is using it in a manner designed to create terror in the people he targets, but - don't kid yourself that Democrats haven't been doing the same thing - and also think they're foreigners. (I find that concept offensive, but legally they are.)
ETA, in response to the now-deleted response to this post: Costa Ricans (being deported in the OP) are not US citizens. Puerto Rico, on the other hand, is a US territory. Deportation of US citizens back to a US territory WOULD be a dramatic difference. Deportation of non-citizens back to their home country is not - aside from his added histrionics about race and national origin.
