CLEAN WATER to wash with...still ..UNAVAILABLE many parts of Puerto Rico..Why?

Who is in charge of the U.S. Government? How long? Why? I wonder if this were a very rich part of Texas and something happened that was horrific. Would it take the U.S. Government 3 weeks to get clean water to wash with for the people in Texas? I really don't wonder, I think I know why..

and while US Navy ships can produce freshwater and the US Army & Marines have water purification units* I strongly doubt they can produce enough freshwater for the entire island.

For Texas & Florida, assistance from surrounding states is only hours or at most a few days away by truck. Obviously that isn't an option for Puerto Rico or the US Virgin Islands.

On edit: US Army & Marines water purification units are probably part of the National Guard and Reserve units, there isn't much a need most of the time for these units, so they and their equipment would have to be flown or shipped in like everything else.
