But getting the indictment was probably pretty straightforward. Money came in from Russia/Ukraine, and does not appear in tax records. That's probably sufficient for an indictment.

There are a variety of legal strategies he can try to use as a legal defense that could put reasonably doubt in play, but that's for the trial to determine, not the grand jury doing the indictment.

...and there were rumors that Flynn was cooperating. So maybe?

Or perhaps they think there is still more to come with Flynn (see Woolsey's recent interviews with Mueller's team).

The FBI already had an open file on him, going back years. They did not have to start from scratch. Apparently at least one statute of limitations was running and they weren't going to wait to bring charges.

Message to Donald Trump: we can go way back in time.
