Forgive my dumb question, but, we know that Mueller has made a deal with the NY Attorney General, so that many of the Trump Administration's crimes will be prosecuted by the NY AG if Trump decides to start pardoning people. Trump can only pardon people for federal crimes, whereas a lot of the Manafort, Cushner etc. stuff was done in New York.

Didn't Meuller make a similar deal with the AG of Virginia? And if the Governor's mansion changes hands tomorrow, couldn't it effect the Mueller investigation? Doesn't a lot of what went on in D.C. fall under the jurisdiction of Virginia or Maryland?
