Trump was just being sarcastic or making a joke. It is done about subjects and in situations which are totally inappropriate. Tillerson just said that about China trade.

it's a very childish way of refusing to accept responsibility.

mini-unblock *is* a child, so it's perfectly normal for *him* to do that.
