The judge didn't like that he convened a grand jury to look into a whether a sheriff's dept. was underfunded.
Not much more info was given in the Politico article.

I have read that Moore was a commanding officer in a Military Police unit in Vietnam. During the war, U. S. Soldiers who served in the country of Vietnam for twelve months were entitled to an R&R leave of five days. One of the approved R&R destinations was Sydney, Australia. Maybe Moore visited Australia or heard stories about it during his service in Vietnam.
