Chicago Police Dept. Plagued by Systemic Racism, Task Force Finds

CHICAGO Racism has contributed to a long, systemic pattern of institutional failures by this citys police department in which police officers have mistreated people, operated without sufficient oversight, and lost the trust of residents, a task force assigned by Mayor Rahm Emanuel has found.
The report, issued on Wednesday, was blistering, blunt and backed up by devastating statistics. Coincidentally, it was released as city leaders were installing a new, permanent superintendent for the Chicago Police Department.
The communitys lack of trust in CPD is justified, the task force wrote. There is substantial evidence that people of color particularly African-Americans have had disproportionately negative experiences with the police over an extended period of time.
The report gives validation to complaints made for years by African-American residents here who have said they were unfairly targeted by officers without justification on a regular basis. It raises the pressure on Mr. Emanuel and other Chicago leaders to make significant changes at a pivotal time for the nations second largest municipal police force, which has been under intense fire from residents and under scrutiny from the federal authorities. It includes more than 100 recommendations for change.

New York had their Knapp Commission, and nothing has really changed there. I expect the same in Chicago.

Before the report was released, Chicagos city council approved $6.45m on Wednesday to settle two high-profile cases of police misconduct, one involving police officers using excessive force against a mentally ill man that resulted in his death in 2012.
The settlements arrive on the day the city council unanimously approved the appointment of a new police superintendent after a nearly four-month search following McCarthys resignation.

The greater of the two settlements will go to the family of Philip Coleman, a mentally ill man who police took into custody by force in December 2012 following what they described as violent behavior in his mothers house. A video showed police officers dragging Coleman while handcuffed and struck with a Taser 13 times. Coleman died from a reaction to an antipsychotic drug he received while in a hospital, although an autopsy showed he experienced severe trauma, including more than 50 bruises and scrapes all over his body.
That settlement, $4.95m, was paired with an additional $1.5m awarded to the family of Justin Cook, who died of an asthma attack while in police custody following a traffic stop in September 2014. Family attorneys say that police denied Cook his inhaler.
