LOS ANGELES (AP) -- The Latest on the fatal shooting by police of a man in Los Angeles (all times local):

12:45 a.m.

The LAPD says it found a handgun at the scene of a shooting Saturday in which officers shot and killed a man in south Los Angeles at the end of a car chase.

The department does not provide any more information about the gun or where it was found in a statement it issued early Sunday.

The chase began when officers tried to pull over a car with paper plates, suspecting the vehicle may have been stolen, and the driver refused to stop, Sgt. Barry Montgomery said.

so it would not shock me to find that they are telling the truth.
What I don't understand is why people try to run so often because all it does is make things worse especially if they hit and kill someone during their attempt.
Maybe it's time to significantly increase the punishment for high speed chases? Like double or triple the jail time if they are convicted?
On the flip side for not attempting to escape and or for not resisting people should be rewarded as well with significant sentence reductions for most crimes.

Just before 1 p.m. Saturday, Metropolitan Division officers spotted a light-blue Nissan Altima with paper license plates that indicated an incorrect model year, Beck said.

Officers suspected the vehicle, which had at least two people inside, was stolen. They saw a man in the rear seat look in their direction and then duck down, as if to hide, Beck said.

They followed the car, which slowed. Two men ran from the vehicle, according to an LAPD news release.

The man in the back of the car jumped out "holding his waistband as if he was supporting something," Beck said.

On foot, the officers chased the man, later identified as 18-year-old Carnell Snell Jr., some 200 to 300 yards, Beck said.

As the officers ran after Snell, they saw him take a handgun from his waistband and hold it in his left hand, according to Beck.

A woman (neighbor) who did not want to show her face on camera or use her name said she witnessed the shooting and tried to stop Snell from running, even asking the officer to put down his gun.

"I told CJ to stop - 'stop CJ, they're going to shoot you.' But CJ kept running, then he ran across my driveway and ran to a fence. Then I came to the backdoor and begged the police not to shoot him and told him he's a regional kid," she said.

Witnesses told CBS Los Angeles the deceased man — believed to be Snell — was running with his hands up, and said he was telling officers he was unarmed, when police shot him about five times.

Relatives of the dead man told the Times Snell was killed on the same street where he lived.

Police have not said how many times Snell was shot or if he was shot in the back.

Trenell Snell, 17, said she was outside with friends when she saw her older brother running from police. She said she started running too, and that she hit the ground when she heard gunfire.

When she got up, her brother was on the ground, handcuffed, she said.

“At the end of the day, the cops came and shot my brother,” she said. “Killed my brother.”

Who don't trust them.

In the end, all that nice distrust and ill-will produces exactly what distrust and ill-will always produces. Misunderstanding, attribution of the worst possible motives, alienation and psychological distancing. Then, in a crisis, it results in pain and sometimes death. Precisely what embattled communities on both sides can't afford and want but can't seem to be big enough to abandon the pursuit of.

Everybody does what their cultures and their psychologies say is the right and just thing to do. And in the end, somebody dies and gets screwed. Oedipus kills his father and sleeps with his mother, but he's responsible.

The very definition of "tragedy."

Except that these days those who suffer can never, but never, be responsible.

Gang officers from the Los Angeles Police Department’s Newton Division responded about 4:40 p.m. to the report of a man with a gun near 48th Street and Ascot Avenue, Sgt. Barry Montgomery said.

Officers searched the area but did not find anyone matching the description of the suspect. As officers were leaving the area, they spotted two people — described as men believed to be 18 to 22 years old — and one of the men matched the description of the suspect from the earlier report, Montgomery said.

At some point police shot one of the men, Montgomery said. Paramedics were called to the area about 5 p.m. and took the wounded man to a hospital, according to Brian Humphrey, a spokesman for the Los Angeles Fire Department.

The man was pronounced dead at the hospital. Investigators on Sunday evening were still trying to identify the man, Montgomery said.

It’s unclear what led to the shooting. A handgun was later recovered at the scene.

The other man was not struck by gunfire and was taken into custody, Montgomery said. His identity was not released.

The officers were wearing body cameras and investigators were reviewing the footage to determine what the cameras may have captured, Montgomery said. No officers were injured during the incident.

The shooting came a day after an armed 18-year-old was fatally shot by police outside his home, stirring unrest and protests in South L.A. that continued Sunday evening.

Carnell Snell Jr. was shot Saturday afternoon near 107th Street and Western Avenue after he bailed out of a vehicle being pursued by police and ran away on foot. Police said Snell was armed with a gun, which was recovered at the scene.

For the second time in 28 hours, Los Angeles police are investigating an officer-involved shooting.

The most recent incident came late Sunday afternoon, when officers responded to a report of a man armed with a gun near Ascot Elementary School, LAPD Sgt. James Townsend said.

Police made contact with the suspect, described only as a Hispanic male, and an officer-involved shooting occurred, Townsend said.

Los Angeles • Activists on Sunday called on Los Angeles police to publicly name the officers involved in the deadly shooting of an 18-year-old black man near his home and to conduct a quick and transparent investigation.

"We don't want to see a cover-up. We don't want to see a whitewash," Earl Ofari Hutchinson of the Los Angeles Urban Policy Roundtable said after meeting with the family of Carnell Snell Jr. "We have a family that's grieving. We have a community that's grieving."

The shooting occurred Saturday afternoon. Los Angeles police say they tried to pull over a car with paper license plates at about 1 p.m. After a short chase, the driver and a passenger got out and fled. The passenger behind a house, where he was shot. The driver escaped.

The coroner's office confirmed Sunday that Snell was the man killed. His family lives in another house in the front of the property where the shooting occurred. A back gate there was riddled with six bullet holes.

Police have disclosed little about their investigation other than to say a handgun was found at the scene. It was not clear if Snell was carrying it.

Los Angeles Police Department Chief Charlie Beck said he released the video after consulting with Mayor Eric Garcetti and the district attorney’s office.

Garcetti, in a statement on Tuesday, asked for everyone to work together and said he hoped the release of the videotape would help.

“Our police officers and our community members are the twin pillars that have supported two decades of work to reduce crime and promote mutually respectful relations — work that we have accelerated in this administration,” Garcetti said. “I want to extend my condolences to the family of Carnell Snell Jr. I also want to express my caring for the safety and health of our officers, who are regularly thrust into dangerous, difficult and traumatic situations, then asked to make split-second decisions with lasting impacts.”

The Los Angeles Police Protective League, the union representing LAPD officers, also released a statement about the Snell shooting. While voicing support for officers, the statement criticized protesters.

“The deceased suspect was clearly holding a loaded semi-automatic handgun as he was attempting to flee police officers,” the statement said.” “In light of this video, we eagerly await those who fostered false information about this incident to take it back and turn their outrage toward seeking answers from the suspect’s friends and family as to where the suspect acquired the gun and where the suspect learned that it was OK to point a loaded gun at police officers.”

Both men fatally shot in by Los Angeles police officers over the weekend bore handguns -- one of them fully loaded and the other a replica firearm with its orange tip colored black -- according to LAPD Chief Charlie Beck.

The circumstances of both killings were caught on video, he said.

Beck spoke at an 11 a.m. new conference to address the two South Los Angeles shootings, which he said occurred in areas of the city among the most heavily impacted by gun violence. He said 450 people have been shot in those neighborhoods.

"We at the Los Angeles Police Department understand that some of our communities are so severely impacted by violence, including use of force by police, that this tragedy is compounded to a degree that sometimes seems unbearable," Beck said.

A woman who said she witnessed the shooting said officers gave no commands to the man before firing on him. One officer fired and then a second shot the man multiple times after he fell, said Crystal Peterson, who cried as she described the scene.

Beck said he had watched video from the officers' body cameras, which he said supported the officers' statements. The man was not shot while lying on the ground, as some had claimed, Beck said.

A Los Angeles County sheriff’s sergeant died Wednesday after he was shot while responding to a call about a residential burglary in Lancaster, authorities said.

The sergeant killed was Steve Owen, a 29-year department veteran, according to sheriff’s Executive Officer Neal Tyler.

“This has been a very dark day for the Sheriff’s Department,” Capt. Steve Katz said. “We are all suffering right now.”

The shooting occurred as Owen and his partner responded to a 911 call about 12:35 p.m. from a woman reporting a burglary in progress at an apartment building in the 3200 block of West Avenue J-7, authorities said at a news conference.

PALM SPRINGS, CA — More than 12 hours after Officers Jose "Gil" Vega and Lesley Zerebny responded to what they thought was a routine domestic disturbance call and paid the ultimate price, their alleged killer was captured, police say. Twenty-six-year-old John Hernandez Felix is facing two counts of murder on a peace officer.

It all started around noon at a home in a quiet Palm Springs neighborhood about two miles away from the city's international airport. As four officers approached the front door where a family disturbance had been reported, police say they were met with gunfire through the closed entrance. Three officers were shot, two of them fatally.

As for the slain officers, one was a 35-year veteran of the department due to retire in December. Officer Jose "Gil" Vega, 63, was married and had eight children. He was scheduled to be off Saturday but picked up an overtime shift. Also slain was Lesley Zerebny, 27, who recently returned to duty from maternity leave. She has a 4-month-old baby girl and was on the force for one and a half years. She's married to a Riverside County sheriff's deputy.

“Officers Vega and Zerebny were killed today doing what they do every day – protecting their community," Gov. Jerry Brown said Saturday. "We grieve with the family members, friends and fellow officers coping with this senseless tragedy. Anne and I join all Californians in offering our heartfelt condolences.”

A third unidentified officer remained hospitalized but was able to community with police, the department's chief said.
