Former Director of National Intelligence James Clapper said Thursday that he saw no evidence that anyone besides Russia attempted to meddle in the 2016 U.S. presidential election, despite President Trump's comments.

"We saw no evidence whatsoever that [there] was anyone involved in this other than the Russians," he said.
Clapper's comments draw a contrast from Trump, who declined earlier Thursday to single out Russia for interference in the 2016 White House race.

If that is his true conclusion, he must blindly have been looking for Russia evidence, and blanking everything else totally out. Trappers claim - that Russia last year launched a campaign to influence the 2016 elections in the U.S and that nobody else did something similar - is too far out. And just as silly as Trumps earlier denials of any interference from other nations.
One easy example is the disinformation campaign in US media paid by Turkey, which Michael Flynn ran. Any country, from the EU to China and Russia, is doing all they can in US election years to make candidates support agendas from these states. And to make more or less hidden media campaigns to make the general public care for these agendas, as does every organization and industrial group. And so do they all against other countries as well.

If they mean hacking computer systems, okay then. In that narrow sense, it's true (at least for now).
If they mean fake news, then there were some greedy Macedonians, as yet unproven to be closely allied with the Russians (or even Macedonian speaking, as far as I can tell), that were good at that. In which case the statement is false.
If they mean bots or trolls mean to change the relative rating and therefore placement news sources (and I use that term lightly) assign to stories, then it's probably true.
If they mean trying to alter how the American public voted, a number of countries' leaders came out against Trump publicly and got front-page coverage, then it's false.
Speak in vague generalities and ambiguous terms, it could mean anything. Now, I suspect it's not the guy talking in the OP that's vague. I think much of it's in the reading.
