Transferring control of funds for an annual veterans event - from an American Legion Post to an organization run by then-County Executive Scott Walker's aide Tim Russell - was ordered by Walker in October 2009, according to a criminal complaint filed Thursday against Russell.

Walker made the move after the Alonzo Cudworth American Legion Post No. 23 had performed what prosecutors now say was "exemplary" work in managing the books of Operation Freedom, a recurring event honoring veterans held at the Milwaukee County Zoo.

Russell's nonprofit entity, known as Heritage Guard Preservation Society, had "expressed a desire" to take over management of the funds, according to a memo of understanding Walker signed on Oct. 20, 2009.

"I have identified a nonprofit corporation to which I am transferring Operation Freedom," Walker told the Cudworth Legion Post in a letter mentioned in the criminal complaint. "This new structure will allow the community to take ownership of it."

had it not been for Walker reassigning who would manage the funds the embezzelment could not have happened. Additionally Walker appointed the creep who did the embezzeling.

legally - no

In a court of law you would have to prove complicity, but in the court of public opinion - this is all Walker

Once these rat bastards get into power they set about skimming everything they can, taking from everyone but their buddies. There is no shame and nothing is sacred. If they could make a buck kicking grandma out of her bed they would do it in a second. They waste no time as they maintain a 'to-do' list for whenever they get into positions that allows them to pounce. They know their time will come occasionally since voters have such short memories and are so easily let by the evil 'pipers'. Here, though, the rats are the ones who lead.

They know they will eventually get caught, but they know it will take some time. Meanwhile, back at the ranch, they are rustling the herd by ones and twos. Where they screwed up this time is that they tried grabbing 10s and 20s, thinking it would still be a while before anyone noticed. Now that folks have noticed even the small grabs get visibility. They get their hands slapped. Eventually they will get the chance to do it all over again, using the same playbook. Given the chance they will do it all over again.

Two Milwaukee County officials appointed by Scott Walker when he was county executive were charged Thursday with embezzling more than $60,000 intended for veterans and their families, instead using the stolen funds on everything from Caribbean cruises to wedding expenses to renewing Walker-for-governor websites.

Prosecutors are accusing the two men - Timothy D. Russell, Walker's one-time deputy chief of staff, and county veterans official Kevin Kavanaugh - with multiple felonies as part of the ongoing John Doe investigation into Walker staffers. The pair is accused of stealing the funds at different times using separate means.

Prosecutors also charged a third man - Brian Pierick, Russell's domestic partner - with two felonies for child enticement.
